Sample Policy: Animal Accommodation Agreement

< Back to Resource Center

Reasonable accommodation animal requests are becoming more common in housing communities. As these requests increase, it is important for housing organizations to have clear procedures in place to ensure they are handled consistently and in accordance with fair housing requirements.

Once a request is approved, setting expectations in writing helps prevent confusion and supports a safe, well-managed community. Clear agreements outline resident responsibilities, sanitation standards, and behavioral expectations while respecting disability-related rights. To support housing organizations in this process, we created a sample Reasonable Accommodation Animal Agreement that can be customized to fit your operational practices.

Sample policy parts

  • Resident responsibility and liability for animal-related damages
  • Waste removal requirements and sanitation standards
  • Requirements for keeping animals under control in common areas
  • Management rights to enter a unit if an animal appears in distress or is creating a nuisance
  • Clarification that failure to comply may constitute a lease violation

Why this matters

Reasonable accommodation animals require a careful balance between accessibility rights and community standards. Without a clear written agreement, misunderstandings can arise regarding sanitation, noise, damage responsibility, or behavior in shared spaces.

A documented agreement helps set consistent expectations, protect resident rights, and provide staff with a clear reference point when concerns arise. By outlining responsibilities in advance, housing organizations can reduce conflict, support compliance, and maintain a safe and respectful living environment for all residents.

This sample agreement offers a starting point that your organization can tailor to align with operational practices and legal guidance.
