From Landmark to Lifeline: The Redevelopment of St. Andre’s Church

Kelly McElwain, manager of research and industry intelligence at the Public and Affordable Housing Research Corporation (PAHRC), published a Community Spotlight for NERC NAHRO, highlighting the inspiring transformation of St. Andre’s Church in Biddeford, Maine.
Originally built in the early 1900s by French-Canadian immigrants, St. Andre’s Church and its surrounding buildings were once the heart of a thriving community. Over time, the structures fell into disrepair. Thanks to the efforts of the Biddeford Housing Authority (BHA) and local partners, they are being revitalized to meet the city’s evolving needs.

BHA has repurposed the former St. Andre’s School into affordable housing for older adults and transformed the rectory and convent into additional housing and community space. Now, the organization is tackling its most ambitious phase—restoring the church itself to serve as a home for My Teen Place Center (MTPC), a nonprofit offering meals, support, and programming for at-risk youth.

This multi-phase redevelopment is a testament to the power of collaboration, perseverance, and community-driven initiatives. With the MTPC space set to open in late 2024, St. Andre’s Church will once again be a cornerstone of the Biddeford community.
