Turning Policy Into Practice: Strengthening VAWA Compliance in Affordable Housing

Housing professionals play a vital role in supporting residents' stability, safety, and dignity. When residents face domestic violence, sexual assault, or human trafficking, responding appropriately is not only best practice but also a legal obligation.

Established in 1994, the Violence Against Women Act (VAWA) offers housing protections to survivors of domestic violence, dating violence, sexual assault, and stalking, regardless of their sex, sexual orientation, or gender identity. Although it has been in effect for many years, numerous public and affordable housing providers still have questions about how to implement VAWA, especially following its 2022 reauthorization, which broadened the U.S. Department of Housing and Urban Development's (HUD) enforcement powers.

To support housing organizations in meeting this responsibility, the HAI Group Housing Training Institute, in partnership with Nan McKay & Associates, launched the Violence Against Women Act: From Policy to Practice course.

A practical approach to a critical responsibility

This course is designed for professionals in federally assisted housing programs and provides practical knowledge and tools to navigate complex VAWA requirements in real-world situations. Participants will gain a deeper understanding of the VAWA requirements, including how to:

  • Protect survivor confidentiality while adhering to compliance standards
  • Meet recordkeeping and reporting requirements with accuracy and care
  • Apply fair housing and non-discrimination obligations appropriately
  • Navigate sensitive scenarios, including family breakups, terminations, and cases involving actual and imminent threats

The course addresses both public housing and Housing Choice Voucher (HCV) programs, offering program-specific guidance that participants can apply immediately.

Supporting survivors beyond housing

VAWA compliance extends beyond policies to focus on people. The course also covers building partnerships with victim service providers to help organizations connect survivors with essential support services beyond housing. This training combines compliance guidance with a survivor-centered approach, enabling housing professionals to respond with clarity and compassion.
