HUD Postpones HOTMA Implementation Compliance Date to July 2025 Due to System Transition

The U.S. Department of Housing and Urban Development (HUD) announced in September that the implementation compliance date for Sections 102 and 104 of the Housing Opportunity Through Modernization Act of 2016 (HOTMA) has been extended from January 1, 2025, to July 1, 2025. 
 The announcement was sent via email from General Deputy Assistant Secretary Dominique Blom to public housing authority (PHA) executive directors on September 18. 
 
"The final rule implementing Sections 102 and 104 of HOTMA is in effect, but compliance with some of the income and assets provisions in these sections of HOTMA requires access to the HOTMA-compliant HUD-50058 in HIP, which will not be ready by January 1, 2025," Blom wrote. "HUD will soon issue guidance on additional provisions which can be implemented."
 
A new inventory management system called the Housing Information Portal (HIP) is to replace the existing Inventory Management System/PIH Information Center (IMS/PIC), which had been scheduled to shut down in late summer 2024 with the anticipated onboarding of public housing authorities (PHAs) to HIP in fall 2024. HUD has said the schedule was pushed back because the agency was not ready for the transition.
 
Blom shared a new FAQ document about HOTMA implementation guidelines in her email. 
 
"HUD appreciates the work that PHAs have done, and will continue to do, to prepare for HOTMA," Blom said in closing.
